SYAHRUL: Analysis of Education Policy for Street Children in Yogyakarta.
Thesis. Yogyakarta. Graduate School, State University of Yogyakarta, 2016
The study aims to investigate (a) the education policy for street children,
(b) the implementation of education policy for street children, and (c) the effect of
education for street children in Yogyakarta.
This study employed the qualitative approach. The subjects were selected
through purposive sampling consisting of homeless children, Head of Education in
Yogyakarta, Head of Social, Manpower and Transmigration in Yogyakarta,
PKBM Anak Mandiri, PKBM Reksonegaran, and Rumah Singgah Ahmad Dahlan.
The data was collected through in-depth interview, observation, field notes, and
document analysis. Meanwhile, the data was analyzed using qualitative analysis in
one circle among data collection, data categories, memoing, descriptive,
clasification, intepretation, and visualisation.
This study resulted some findings. First, a particular service in education
policy which eradicates children from street through informal and non-formal
education is not relevant with the life reality in Yogyakarta because the
environment has not educated anymore, the implementation fully gives freedom
and spoils the homeless children. Second, the implementation of ―short path
accountability‖ made by the Head of Social, Manpower and Transmigration is to
distribute donation directly into the account of homeless children. Otherwise, the
implementation of ―long path accoutability‖ made by the head of education in
Yogyakarta is to distribute donation for homeless children through the organizer
of PKBM/Rumah singgah. Third, the education policy affects the eradication of
number of homeless children in Yogyakarta. However, this policy has not been
fully implemented because it does not have good support from the Head of
Education in Yogyakarta and the homeless children are only being the profitable
source of the organizer of homeles children foundation.
